GACC Published Newly Required Columns During the Declaration in the Customs System

Earlier in July, the authority announced that grading and classification management will be made to the non-cold chain import products (Transport temperature is above 10℃). Those judged as "low risk" will have no need to implement the nucleic acid order and preventive disinfection. China International Trade Single Window (CIFER) updated on Sept 21, adding two columns in the declaration page "preventive disinfection implemented" and "shipping date". It requires that imported products must fill in these two columns in declarations.

 

In the newly issued No.88 Order, the reporting requirements for "preventive disinfection implemented" expands from "imported non-cold chain products" to "actual imported products". According to our port employees feedback, the current port declaration of imported cold chain products must indicate whether preventive disinfection has been implemented.

 

However, it's not yet clear how to operate for cold-chain items. If this regulation is extended to imported cold-chain products in the future, the "shipping date" will be filled in by the consignee, having minor impact on the overseas plant. However, for the "preventive disinfection implemented" will need more acting roles from the plant side. At present, one Argentine plant has attached the statement of operational specifications to its health certificate.

 

Will the newly added requirements be applicable to frozen meat products? Will the overseas meat plant need to provide disinfection certificates? If so, what's the specific standard?
