Closed-loop Management Strengthened to Food Processing Workers

Recently, one city in China issued a notice on further strengthening the closed-loop management of cold chain food unloading, unpacking and disinfecting personnel. According to the notice, mainly six requirements following has put forwards for local cold chain workers of food processing enterprises.

According to the notice, mainly six requirements following has put forwards for local cold chain workers of food processing enterprises.

 

1. Enterprises need to be equipped with full-time supervisors stationed in the factory based on the company scale and the production cycle.

 

2. Supervisors in the plant need to implement full video surveillance and make monitoring records to the workers unloading, unpacking and disinfecting the cold chain food. If problems were found, the processing would be stopped immediately. The video surveillance system will contain multiple angles without dead ends. If the mask is loosened or the protective equipment is damaged during the operation, it needs to leave the work area immediately and replace the protective suits regularly. Individuals are not allowed to adjust it at will. Related workers in each shift shall not exceed 4 hours of operation time (from putting on to taking off the N95 mask).

 

3. Closed-loop management

Worker living areas need to be located in the plant, where people shall not live with those in other departments in the same building, and maintain a safe distance from other food processing sectors. Residential and operating areas must be strictly physically separated from the outside to ensure that no one can enter and exit. Fire safety must be fully considered when acting the closed-loop management so that personnel can escape and firefighters can enter in case of emergency. Supervisors need to check the surveillance video every day to make a record and organize night inspections and video roll call during working hours irregularly. Securities need to supervise 24 hours a day and a cordon should be set up between the living and working areas so that other people and vehicles are prohibited from entering and leaving within ten minutes and within 30 meters surrounding.

 

4. Out-of-warehouse management

A regular rotation mechanism needs to be established that unpacking personnel should not work continuously more than 45 days. Workers will be quarantined for a specified time before being lifted the closed-loop management. Except for the collective release, the district or city will arrange the centralized isolation unit. For other special emergency reasons that people need to be separated from closed-loop management, Epidemic Prevention and Control Command will make a comprehensive decision and do a good follow-up management.

5. Service management

 

Relevant enterprises need to listen to the opinions and suggestions of related personnel, provide them with necessary living and entertainment supplies and conduct regular psychological counseling, improve dietary standards, and guarantee food safety. Personnel in closed-loop management are not allowed to order takeout or online shopping by themselves. The company will arrange for the order and delivery. The purchased products can not be returned or exchanged. Delivery persons and couriers are also not allowed to enter the plant.

 

6. Strict inspection and acceptance

The inspection and acceptance of imported cold chain food will be organized accordingly. If the company’s hardware facilities or management fails to meet the requirements of this notice, the processing of unloading, unpacking and disinfecting will be stopped.
